May 2017Gas sale
According to the Director of the gas industry development department of the Ministry of Energy Ziyash Kiyakbayev, Kazakhstan will start selling the liquefied petroleum gas (LPG) through a electronic trading platform since January 2018, by gradually reducing sales at the regulated prices - Reuters.
Kiyakbayev declares that around 80% of the LPG total sales volume will be put up for an online auction at the price established by the government in the first half of 2018. In future, the regulated price share will reduce. “Ministry of Energy of Kazakhstan is planning to maintain the regulated prices for LPG for people and for the petrochemical companies of Kazakhstan, which use gas as a raw material”, he added. He stressed that the Ministry of Energy was planning to sell gas at the market price only through the electronic platform in 2020.
In order to implement such plans, the government of Kazakhstan is going to adopt new regulations to the Law On Gas and Gas Supply and develop the trading rules for the electronic trading platform. In January-February, the LPG production in Kazakhstan made up 489.6 thousand tons, which is 63.9 tons higher than for the same period of 2016.
The largest LPG producer in the country is JV “Tengizchevroil”, which has produced 230.7 thousand tons for the first two months this year (+10.8 thousand tons). It is followed by Zhanazhol GRP (gas refinery plant), which belongs to “CNPC-Aktobemunaygas” - 88.9 thousand tons against 62 thousand tons a year earlier. Pavlodar petrochemical plant takes the third place - 55.2 thousand tons (+14.6 thousand tons).
