BackThe Successor. Kazakhstan Has a Second Presiden
The second President in the history of independent Kazakhstan was elected. On June 10, the Central Election Commission of Kazakhstan announced the results of the early
presidential elections held the day before. As expected, with a vast majority of votes, the candidate from the Nur-Otan party, Kassym-Jomart Tokayev, was elected President, scoring 70.96% of the votes. The result of Amirzhan Kosanov is 16.23%, and the first female candidate in history, Daniya Espayeva, closed the top three with an indicator of 5.05%. Thus, the completion of the first stage of the transit of the supreme power in the country is official.
Despite the surprise of the March statement of Nursultan Nazarbayev on his resignation from the post of President, various scenarios of transit of the supreme power have been worked out for a long time.
Well-known Kazakhstani political scientist Marat Shibutov calls July 20, 2000, the starting point, when the constitutional law "On the First President of the Republic of Kazakhstan" was adopted.
It was the first to guarantee two types of political powers for the first President of Kazakhstan after his resignation:
"...1) to address the people of Kazakhstan, state bodies and officials with initiatives on the most critical issues of state-building, internal and foreign policy and security of the country, which are subject to mandatory review by the relevant state bodies and officials;
2) to address the Parliament of the Republic of Kazakhstan and its Chambers, at meetings of the Government of the Republic when discussing important issues for the country; to head the Assembly of People of Kazakhstan; to be a member of the Constitutional Council, the Security Council of the Republic of Kazakhstan…»
Ten years later there was the next step on the way to transit when on June 14, 2010, the name of the law was changed to "On the First President of the Republic of Kazakhstan – the Leader of the Nation", and the following powers were added, as well as the guarantees of inviolability and safety of family property were legislated:
"...The First President of the Republic of Kazakhstan – the Leader of the Nation is not subject to the restriction of the right to be elected President of the Republic of Kazakhstan.
... The developed initiatives in the main directions of the domestic and foreign policy of the state are coordinated with the First President of the Republic of Kazakhstan – the Leader of the Nation.
Obstruction of the lawful activity of the First President of the Republic of Kazakhstan – the Leader of the Nation, public insult or other encroachment on the honor and dignity of the First President of the Republic of Kazakhstan – The leader of the Nation, as well as desecration of images of the First President of the Republic of Kazakhstan – the Leader of the Nation are not allowed and prosecuted by law.
... Inviolability shall extend to all property belonging on the right of private property to the First President of the Republic of Kazakhstan – the Leader of the Nation and the members of his family living together with him, as well as to residential and office premises used by them, official transport, means of communication, correspondence, documents belonging to them.
Any restrictions may not be imposed on the property belonging to the first President of the Republic of Kazakhstan – the Leader of the Nation and the members of his family living with him on the right of private property.
Bank secrecy and inviolability of bank accounts of the First President of the Republic of Kazakhstan – the Leader of the Nation and his family members living together with him are guaranteed."
