BackTwenty Years Of Successful Cooperation
June 2017 marks 20 years of cooperation between the largest Chinese Petroleum Corporation CNPC, a member of the top five energy companies in the world, and Kazakhstan.
History of mutually beneficial partnership began in the summer of 1997 when on June 4 at the Presidential Palace in Almaty in the presence of the President of Kazakhstan Nursultan Nazarbayev and the Vice-Premier of the State Council of the People's Republic of China Li Lanqing the Agreement on sale of shares of Aktobemunaigas JSC was signed. The ceremony was preceded by an investment tender, which CNPC in overt struggle defeated their rivals from America, Canada and Japan.
On September 26 of the same year between the investor and the Government of Kazakhstan the Contract on hydrocarbon operations at the Zhanazhol, Kenkiyak the Subsalt and Kenkiyak the Suprasalt oilfields in the Aktobe region was signed. The China National Petroleum Corporation has given written commitments to the Government of Kazakhstan to totally invest in development of the Aktobe project not less than 4 billion USD over 20 years.
Reality surpassed the wildest expectations: in the last 20 years the amount of total investment for all contracts for subsoil use exceeded 13 billion USD. More than 15 billion USD went to the Kazakhstan’s budget of all levels. Accumulated production for two decades is over 100 million tons of oil and 50.5 billion cubic meters of gas. Today the share of CNPC-Aktobemunaigas in the oil and gas market of Kazakhstan is 7.7%, and the volume of production of hydrocarbons makes the company one of the leading operators in the country.
A Rich History
CNPC-Aktobemunaigas is the company with a rich history and traditions. Production Association Aktubinskneft was created by the order of Minister of Petroleum Industry of USSR N.A. Maltsev No. 157 dated March 10, 1981. Earlier, in 60-70s of XX century the geological prospecting in the Aktobe steppes was actively conducted, confirming the high prospects of oil deposits in various reservoir conditions. At that time, for the purpose of long-term systematic prospecting and development of large amount of oil and gas bearing areas in Aktobe region a new enterprise was established, which acquired production branches of PA Embaneft, located in the Aktobe region, as well as several other isolated geological organizations: NGDU Oktyabrskneft, Oil & Gas Production Department Kenkiyakneft, and also Kenkiyak Utility Vehicles Department, Oktyabrsk Drilling Department and other departments.
The main task entrusted to PA Aktyubinskneft was development of a large oil, gas and condensate field Zhanazhol, opened in 1978. In addition, the subsoil use right on the hydrocarbon structures Kenkiyak, Eastern Akzhar, Akshat, Zhagabulak, Mortuk, Shengelshi and others were transferred to it.
In 1993, after Kazakhstan’s independence, within the framework of the State Program Of Denationalization and Privatization the PA Aktyubinskneft was reincorporated, like other enterprises of strategic importance, on the individual project. As a result, the Government represented by the Ministry of Finance became the owner of 90.5% of the shares of the Joint-Stock Company, and 9.5% (privilege package) were donated to the members of the labor collective. From 1994 to 2002 the Government as the owner of the controlling stake, gradually sold all their shares to various investors.
The new history of Aktyubinskneft began on June 8, 1995. On this day in Almaty the Rakhat Palace Hotel hosted a meeting of the Heads of the Kazakhstani Government with top managers of the World’s 14 major oil corporations, where the privatization of the largest oil companies in the country was announced: Joint-Stock Companies Yuzhneftegas and Aktyubinskneft, as well as the Shymkentnefteorgsintez refinery.
As for the Aktyubinskneft, at the time of the sale of a major Government stock of shares in 1997 the state of the company was precarious: huge amounts of receivables and payables, stagnation caused by the loss of products logistics channels, major moral and technical depreciation of fixed assets, months-long delay of wages for the employees.
The company produced a little more than 2 million tons of oil a year, while the number of employees exceeded 8,200 people. Low global oil prices, which averaged just 10 dollars per barrel, aggravated the situation. The company was dragged to the bottom by the multi-million losses, people worked for 7 months without a paycheck. Due to the lack of proper roads, the ride from the regional center to the field took 7-8 hours. The equipment at the production field was obsolete, both physically and morally.

The New Life of Aktobemunaigas
In such difficult conditions, the new investor CNPC had to urgently start a systematic work on the reconstruction and development of the company. It was planned to upgrade the main funds, commission the latest field production and well equipment that meets the international standards, introduce new technologies and engage in geological exploration at its own licensed sites.
The new owner began to introduce new production technologies, in particular the gas-lift system which allowed after 2-3 years to double production of Zhanazhol, developed by that time already for 10 years. To date, CNPC-Aktobemunaigas is the only company in Central Asia applying the method of gas-lift production.
A striking example of the technological aspirations of Aktobe oil workers is success in development of the Kenkiyak the Subsalt field. At the time of the privatization 42 wells were drilled but 40 of them were inactive because previous administration considered production there unprofitable because of the low quality of oil and very expensive drilling. However, the legendary well N8010 of the Kenkiyak the Subsalt field with original production of 1,000 tons per day has become a compelling result of progressive science-based development policies implemented by the collective body of CNPC-Aktobemunaigas JSC.
At the Kenkiyak the Suprasalt field there is high-viscosity oil, but through the application of advanced scientific methods, it became possible to solve this problem. The method of dry steam injection into a reservoir at the temperature of 300 degrees Celsius was implemented at the Kenkiyak, allowing to increase oil recovery a decrease the viscosity of oil. All this, together with the drilling of new wells led to increased production. It is important to stress that the total amount of accumulated production at the Kenkiyak the Suprasalt throughout the history of the development has already reached the level of 11.38 million tons.
In recent years, in connection with the fact that the field reached the stage of the natural decrease of oil recovery under objective geological reasons, there is a slight decline in oil production, an average of 10-15% annually. "The decrease in production may be normal geological phenomenon, - said the General Director of CNPC-Aktobemunaigas JSC Mr. Wang Junren, - In this case, the possibility to increase the volume of extraction depends on how much investment will be made in this field, and also whether these investments are effective. In a period of high prices for oil, companies have certain cash flow, therefore they can raise the production through the strengthening of the field infrastructure development. And in the face of low oil prices, in the case of insufficient funds, it is only possible to keep the production at a certain level. In the future, following the rise in oil prices and growth of efficiency, our company will continue to increase investment in the construction of new production capacities, thereby gradually increasing oil production. At the same time, we will also continue to increase investment in prospecting, to seek new areas for prospecting and development, to allow our company to maintain an efficient scale of production of oil and gas.”
Science Plus Exploration Is The Key To Success
Investment in drilling and exploration have become the key to success that allowed CNPC-Aktobemunaigas to take the top positions among domestic oil and gas operators.
In October 1999, the company established a specialized drilling company named Sino-Kazakhstan "Great Wall" Drilling Company. Equipped with the equipment and technology for deep drilling in complicated geological conditions, it has become a contractor for the major annual volumes of drilling works for the Joint-Stock Company at all of its fields.
Since June of 2002 based on the “Contract for exploration of hydrocarbons” No. 968 the investor began phased exploration activities at the Central territory of the Eastern part of the Caspian Depression. The search for oil and gas already was conducted here before, but the subsoil users who worked at the site earlier have come to a conclusion that it was unpromising in terms of hydrocarbon potential. However, bringing advanced technology of seismic prospecting CNPC-Aktobemunaigas made a discovery of historic significance - for the first time in Kazakhstan in over the last 30 years the land-based oil and gas field was discovered with high potential for extraction. The field, called North Truva, was transferred by the Joint-Stock Company to the phase of development, and for a short period of time the production there reached 1 million tons of oil. It is the new fields, search for which continues, intended to replace decreasing production volumes at Kenkiyak the Subsalt and Kenkiyak the Suprasalt fields.
In 2017 the cost of exploration activities on the Central territory of Eastern part of part of the Caspian Depression will be about 8 billion KZT, including 3 billion KZT for seismic surveys, collection and interpretation of 3D data, 5 billion KZT for drilling of 3 new exploration wells. In comparison with the previous year, investments in exploration will be increased by 6.3 billion KZT.
To stabilize production at the old fields, the investor seeking real opportunities of bringing efficient technology of field operations and modernization of fixed assets. In 2017 total capital investments amount to approximately 90 billion KZT, including investments into drilling of 56 new wells. For comparison, in 2016 only 19 new wells were commissioned.
Within the modernization programs innovative works on the implementation of the integrated horizontal drilling are conducted. To enhance oil recovery the sidetracking in old wells, new operations of hydro-abrasive perforating, selective hydrochloric acid treatment of wells and other methods are carried out. The overall effect of organizational and technical measures to enhance oil recovery in 2017 equals to 122 thousand tons.
So far at the North Truva transition of production wells to the compressor-type gas lift is being conducted successfully.
Transition of 10 wells is planned in 2017. At the G-North object of Zhanazhol field the commercial exploration of a “gas cap” gas condensate deposit will be carried out. Production of gas from this object is expected at 330 mln cubic meters.
Works on transition of wells under the water injection have important meaning for maintaining of reservoir pressure. Thus, in 2016 only 46 wells were transferred under the water injection. In 2017 it is planned to transfer 31 well under the water injection at all fields, including 9 wells at the Zhanazhol field.
Gas Vector
CNPC-Aktobemunaigas JSC is one of the largest gas producers in the Republic of Kazakhstan. Based on the sales of commercial gas the company holds steady in third place in the country.
In 2000-2003 the investor carried out reconstruction of the old Zhanazhol gas processing plant and built a new, the second in succession, Zhanazhol gas processing plant. In 2006-07 the first production line of the third gas processing plant was built. And, finally, in September of 2015, CNPC-Aktobemunaigas JSC successfully launched all major units of the 3rd line of Zhanazhol GPP-3: gas sweetening unit, gas dewatering unit, sulphur production unit and light hydrocarbons extraction unit.
Production lines of Zhanazhol GPP-3 are the biggest one both in scale and capital investments by the objects of CNPC-Aktobemunaigas JSC on comprehensive associated gas recovery, they are also among the major objects of Kazakhstan aimed at the environment protection. Resources of the fields of CNPC-Aktobemunaigas JSC prepared at the GPP-3 became the main source of gas that is used for the provision of gas supply to the southern regions of the Republic of Kazakhstan. The ZGPP-3 project was implemented within the framework of the Program on development of associated gas processing of the fields developed by the Joint-Stock Company.
In general, the total capacity of Zhanazhol plants, taking into account the input of the GPP-3, amounted to the following indicators: gas - up to 8 billion cubic meters per year, condensate up to 1 million tons per year, liquefied gas - up to 600 thous. tons per year. The GPP-3 project officially was part of the State program "30 corporate leaders" and was part of the National map of Forced Industrial-Innovative Development.
Also in 2009 at the Zhanazhol field the gas turbine power plant with a capacity of 45 mW with three gas turbine units was commissioned, having an annual output of 210 mln kW/hour. To boost the non-volatility of the fields and provide the stability of electricity supply of the facilities, reduce the cost of energy management, in September of 2012 the collective of CNPC-Aktobemunaigas JSC began work on expansion of the existing ZGTS-45. The concept of the project was that new steam-power blocks are added to the the previously imposed blocks of gas turbine units. At the station 3 sets of steam generators and 2 sets of steam electric generators are installed, a number of modern technologies and equipment is applied.
After the carried out expansion of the ZGTS, its total rated power (output) increased cumulatively up to 160 mW. The company now has a powerful generating energy source, which became a bright stage in the program of comprehensive associated gas recovery: the station operates on a partially-cleaned associated petroleum gas that is delivered to ZNGK for preparation. The resulting current will be used by the structural divisions of CNPC-Aktobemunaigas JSC and transferred to a unified system of regional electricity grid of Energosystema LLP that potentially provides further progressive development of the company, including energy development of the Aktobe region.
The station became an effective contribution of CNPC-Aktobemunaigas JSC into the development of the energy sector of Kazakhstan. Gas consumption from production fields for burning in the turbines of the station station is another step in the program for the complete recovery of the volumes of associated petroleum gas, which is required by the Government of Kazakhstan for subsoil users.
Pipes Towards The All Parts Of The World
Today the marketing of produced by CNPC-Aktobemunaigas products happens in the following areas. According to Kazakhstan's Ministry of Energy quota, certain quantities of oil supplied to the Kazakhstan's oil refineries to ensure the supply of the domestic market with local oil products. The remaining volumes are exported to Europe and China. Regarding the gas, according to Kazakhstan law, the national operator in the field of gas supply - National Company KazTransGas buys it out.
To carry out marketing strategy, the company needed a pipeline capacity, which Aktyubinskneft did not have at the time: the only export oil artery led to the Russian city of Orsk, to the Orsk Oil Refinery.
One of the most important investment achievements for over 20 years was the construction of a number of pipeline sections, which radically optimized logistics of product sales. Firstly, the company took a leading part in the construction of strategically important pipeline Kenkiyak-Atyrau, giving the oil from Aktobe access to the West. This pipeline was the first pipeline to be built jointly by Kazakhstan and China. Secondly, by efforts of the company the gas pipeline Zhanazhol-Aktobe was built, which gasify the Aktobe region. In 2005 technological pipeline Kenkiyak-Zhanazhol was built, stretching for 44 km, using which the well products from the Kenkiyak the Subsalt field would be transferred to the Zhanazhol GPP for preparation. In May of 2006 the Zhanazhol-KS-13, a natural gas pipeline stretching for 155 km was put into operation, which delivered commercial gas to the system of reverse gas main pipeline Bukhara-Ural. The Zhanazhol-KS-13 gas pipeline became an integral part of the project on comprehensive gas recovery of the company.
Another infrastructural project, forming a pride of the company, is building its own railway branch from station Emba to Zhanazhol field. Construction was completely carried out using company’s funds, and the part of the railway as well as a passenger train are on the balance sheet of the company. Workers now commute to the shift and back in comfortable cars, with train attendants and traditional "road tea". The railroad also has significantly reduced the cost of transporting goods to the field and a modern logistics base was built at Zhanazhol.
Mutual Benefit Of Cooperation
"Our goal is to balance the profits between the Government of Kazakhstan, shareholders, society and employees, - said the General Director of CNPC-Aktobemunaigas JSC Mr. Wang Junren, - Our investment directly stimulate the development of the region." And it's not just a sponsorship. Activity of CNPC-Aktobemunaigas JSC directly connected with Kazakhstani producers of goods, works and services. The company actively maintains contact, with domestic commodity producers: during field development, production operations, during the construction products are used manufactured in Kazakhstan (for example, caustic soda, industrial oils, lubricants, etc.). The company, seeking to buy Kazakhstani products and services surpasses local content obligations witten in contracts for subsoil use.
From over 6,000 people labor collective of CNPC-Aktobemunaigas only about 100 employees are citizens of China. They mainly occupy leading positions. Five Deputy General Directors of the company, including the first Deputy are citizens of Kazakhstan. Citizens of Kazakhstan and the overwhelming majority of Heads of branches. The company takes care of upgrading the skills of their employees. It has a training program for employees in foreign universities. Also the students chosen by the company undergo a training in universities of China, and the best of the best then are recruited into the company.
CNPC-Aktobemunaigas fully supports the State ideology for the development of social responsibility of the big business. In December 2009 the company became a laureate of the State competition "Paryz" in the nomination "The best social project", in December 2010 - the holder of the highest award "Grand Prix", which was presented to the Director-General by the President of Kazakhstan Nursultan Nazarbayev. In 2015, the company once again became a laureate of the «Paryz», finishing in the second place in the nomination "For contribution to ecology”.
From 2014 to 2016 the company participated in the co-financing of the construction in the city of Astana of a new large-scale social object - the Kazakh National Academy of Choreography. The company sent sponsorship tranches worth more than 30 million USD towards the construction. Starting from 2016, the company through annual agreements with the Akimat of Aktobe region, provides sponsorship funding of the project "Construction of the Palace of youth with the concert hall in the city of Aktobe”. The Palace will become very notable and sought-after object on the map of cultural life in Aktobe region.
Overall in 2016, CNPC-Aktobemunaigas JSC submitted 8.3 bln KZT towards the external social investments (outside the budgetary calculations and social contract obligations).
The Akim of Aktobe region Berdibek Saparbayev appreciates the level of interaction between the local government and the investor. “Today the share of CNPC-Aktobemunaigas accounted for approximately 67% of oil and 88% of gas produced in the region. The company creates the vast number of jobs for the local population, it is the initiator of development and active consumer of markets for services such as transport, telecommunications, energy and engineering.” Thanks to the social responsibility of the investor the regional center becomes more attractive and transforms towards the best, and new beautiful objects appear on the map.

The profession of the oil industry worker is not a simple one, so isn’t the oil of Aktobe fields. But the professionalism of people, multiplied by their expertise and dedication, would form the basis of an upcoming breakout in the next two decades of company’s operation. Among corporate slogans of CNPC-Aktobemunaigas two stand out: "Harmony of energy and nature" and "The pursuit of excellence knows no bounds." The meaning of these words is very deep, but their ideological direction vector is very clear - success is only possible in the dynamics of the progressive pace. Technological innovation, rich human resources capacity, exemplary level of economic discipline is the basis that formed the base of many years of progress in CNPC-Aktobemunaigas JSC.
Southern breakthrough
The second major project of CNPC in Kazakhstan is a vertically integrated oil and gas group- Petrokazakhstan; the Chinese investor works in partnership with the National Company KazMunaiGas. The scope of activities of Petrokazakhstan includes: exploration, field development, oil and gas production, marketing and transportation, as well as the acquisition of fields, processing and sale of petroleum and petroleum products.
Production structure of Petrokazakhstan Group of Companies consists of two divisions: JSC Petrokazakhstan Kumkol Resources (PKKR) and Petrokazakhstan Oil Products LLP (PKOP). PKKR is located in Kyzylorda region and produces the hydrocarbons, PKOP is located in South Kazakhstan region, in the city of Shymkent, and it is involved in the refinery operations. PetroKazakhstan also owns a 50% stake in two joint ventures, operating in the South Turgai oil basin. The Company’s partner in JV Kazgermunai is JSC KMG EP, and in Turgai Petroleum-LUKOIL Overseas Kumkol B.V.
Today the business of Petrokazakhstan is a single technology chain: from exploration and production of oil to its processing into high-quality petroleum products and advanced marketing and transportation systems.
Production
In 2016 Petrokazakhstan Inc. produced 3.985 million tons of oil, including 50% stake in the joint ventures - JV Kazgermunai and Turgai Petroleum. The produced hydrocarbons are sent to the main pipeline of KazTransOil JSC for refining at the PKOP plant in Shymkent, as well as for the export to foreign markets in the People's Republic of China. Despite the decline in investment in connection with the difficult situation with the global oil prices in the past year, a group of 18 new wells were drilled, including 5 producing and 12 exploratory wells, as well as 15 producing and 1 exploratory well, drilled by Kazgermunai JV LLP.
Petrokazakhstan strategy is to continuously replace the production rate by introducing the new commercially valuable discoveries. The company has an ongoing programme of exploration, while remaining the only major oil company operating in the South Turgai basin, which shall continue this program for the fullest implementation of potential of the region.
Currently, PKKR has 9 contracts for production of hydrocarbons at the Kumkol South-Eastern part, Kumkol South, East Kumkol, Kyzylkiya, Aryskum, Maibulak, North Nuraly, Southwest Karabulak and North-West Kyzylkiya, 4 of the contract for exploration of hydrocarbons in the territory adjacent to Kumkol field and prospecting areas of Karaganda region (Northern Karabulak, Karabulak, Karavanchi, West Ketekazgan, Tuzkol, Zhanbyrshi, exploration area of PKWY).
Also, having the necessary material resources, professional qualifications and skills of staff and all the necessary tools, PKKR JSC provides its services for third-party organizations to arrange the production and exploration, including Kolzhan LLP to conduct the mining at North-West Kyzylkiya and exploration of hydrocarbons exploration areas of Tuzkol, West Tuzkol, Zhanbyrshi, to conduct the exploration and oil prospecting works at Doshan area.
Refining
Petrokazakhstan oil products LLP in 2016 year actually refined 4,501,467 tons of oil, at the plan level of 4,444,623 tons, implementing the plan for 101.28%. Production processes, allowing increased production volumes of light oil, has been greatly improved. The works on implementation the Upgrading Project and reconstruction of technological lines were ensured without stopping the main production and they will be completed soon.
On March 31, 2017, the Act of mechanical completion of the construction works at the largest technological object of the first phase of the plant Upgrading Project- i.e. the unit of isomerization of light gasoline fractions with the block of preliminary hydro-treatment of the raw materials. Currently, the complex of commissioning works is ensured at the facility, which is scheduled to be completed by July 1 of the current year with reaching the guaranteed performance indicators and production of a high-octane gasoline of the environmental class K4, K5, (equivalent to Euro-4 and Euro-5) with an increase in the production of high-octane gasoline at 460 k. tons annually in 2017.
The works are pro-actively ensured within the framework of the second phase of the Upgrading Project, aimed to increase both the plant capacities: from 5.25 million to 6 million tons of oil annually, and the depth of its processing. The second stage is the most difficult in terms of technology and includes the construction of catalytic cracking complex for deep oil processing capacity of 2 million tons per year to produce the high octane motor fuel and a number of other installations: gasoline hydrotreating unit, install desulphurization saturated and unsaturated LPG, installation of sulphur production to 15,000 ton/year and etc. Upon completion of the second phase, production of high-octane gasoline at the plant will increase to 2,270 thous. tons per year, diesel fuel is up to 1,916 thous. tons per year, aviation fuel-up to 400 thousand tons per year, while the proportion of plant products on the market of the Republic of Kazakhstan will increase to 35%.
Starting-up and adjustment works at the objects of the second phase of modernization will be completed by June 30, 2018 and by September 30, it is planned to reach the guaranteed indicators and to ensure the commissioning.
The Shymkent refinery modernization project stipulates the construction and reconstruction of 11 technological units and facilities of 29 plant objects. The general project contractor is CPECC (China Petroleum Engineering and Construction Corporation), another subsidiary of CNPC, one of the largest engineering and construction companies in the oil and gas industry. Upon completion of the modernization, the refining will be increased from the current 60-70% to 90%, and the volume of refining will reach 6 million tons of crude oil, which will fully meet the needs of the southern region of the country in the fuel, saturate the domestic market and it will allow to export the own high-quality fuel to the neighbouring markets.
Caring for native region
Petrokazakhstan, as a responsible investor, not only funding the production, but also the regions of operations. The company assumed the patronage over many social facilities in Kyzylorda and South Kazakhstan regions and for many years, it has provided a selfless assistance to those in need.
Several years ago Petrokazakhstan Kumkol Resources JSC provided 3 million USD for the design and construction of family-type children's villages in Kyzylorda. This is a comfortable small town, consisting of eight two-story dwelling and one administrative building, located on an area of two hectares. Each house has a mother-tutor and a family of 6-8 pupils aged 3 to 18 years lives with her. The children attend the regular schools, do their homework together with their mother, cook dinner, play, work on a garden site, which is attached to each cottage.
There are a sitting room, game room, cool rooms, kitchen and cabins on the ground floor. On the first floor there is a bedroom for kids and the mother-educator, washrooms and bathrooms. It is the home in full sense of this word. And with the opening of a children's village in Kyzylorda region, the last orphanage was closed! There is no more abandoned children! All of them get care and love.
From 2001 onward, PKKR supports a rehabilitation centre for disabled children "Shapagat", located in Kazalinsk district, which can simultaneously receive 45 children from all districts of the region for the treatment and rehabilitation. In total, about 500 disabled children obtain the health&psychological and methodological assistance in the Centre, sponsored by the company.
Petrokazakhstan, through the mechanism of public-private partnerships, participated in the construction of a sports complex in Kyzylorda "Muz Aidyny", which contains an ice arena, halls for practicing handball basketball and volleyball, as well as room for rhythmic gymnastics and wrestling.
In Shymkent, the PKOP supports the School of rhythmic gymnastics of Aliya Yusupova, which has all necessary conditions for the growth of new champions. The Sport complex was built in the new administrative centre of Shymkent city, it is located on the territory of two hectares and consists of 8 blocks: sports arena, two demonstration halls and tribunes for 700 people. The complex has six training and one dance hall, a cafeteria, a medical centre, a treatment room, changing rooms and showers for athletes. Lessons at the school are taught by the master of sports of international level, who raise the new champions.
