China CEFC Energy Company Limited and JSC NC “KasMunayGas” (KMG) have signed transaction documents to establish a joint venture between the two energy giants. The signature of a joint venture comes just months after CEFC acquired 51% of KMG´s subsidiary KMG International (KMGI), which owns over 1,000 gas stations across Europe. As part of the agreement, CEFC undertakes to carry out investments in Europe and countries along Silk Road in the future. The equity proportion of KMG and CEFC in newly created joint venture is 49 to 51, respectively.

On March 25, Kanat Bozumbayev has been appointed Minister of Energy of Kazakhstan. The Decree was signed by the president of Kazakhstan Nursultan Nazarbayev. “Assign Bozumbayev Kanat Aldabergenovich Minister of Energy of Kazakhstan, releasing him from position as akim of Pavlodar region”, - stated in the text of the Decree.

Regulations for the application of the priority right of the State to acquire the right of subsoil use in Kazakhstan does not apply to the transaction between the Royal Dutch Shell and BG Group companies, Press service of the Ministry of Energy reported to Interfax-Kazakhstan agency.

Minister of National Economy of Kazakhstan announced about the news that the rates of export customs duty (ECD) will be further tied to global oil prices. "To support the oil &gas and mining sectors, it is provided to ensure the benefits for tax on natural resources production, introduction of floating oil ECD rates, depending on the global prices starting from March 1, 2016 onwards, as well as to reduce the mazut ECD down to 30 USD per ton to ensure the financial stability in the oil and gas sector,"- said Yerbolat Dossayev, speaking at the government meeting.

JSC KazMunaiGas Exploration Production (“KMG EP” or “the Company”) announces the results of exploration activities at the north-eastern flank of S. Nurzhanov field, Liman and Akkuduk blocks.While testing the productive Triassic reservoir of the directional well drilled in 2015 at the north-eastern flank of S. Nurzhanov field, the well flowed at a rate of 130 tonnes per day (about 900 bopd) of light crude oil on a 7 mm choke. Following Triassic the testing works will continue at Jurassic and Cretaceous reservoirs.

In 2015 JSC “Ozenmunaigas” did not receive a positive decision on their application for a temporary reduced rate on mineral extraction tax (MET) for Uzen and Karamandybas fields in Mangystau region, JSC ”KazMunaiGas Exploration Production” reported. Reduced rates are provided for by the government of the Republic of Kazakhstan for marginally profitable and unprofitable hydrocarbon deposits under the conditions of unfavourable pricing environment.
