The Senate of Parliament has approved the draft law of the RК“On ratification of the agreement between the government of the Republic of Kazakhstan and the government of the Russian Federation on trade and economic cooperation in the deliveries of oil and petroleum products in the RК”, and also ratification of the accompanying protocol with the amendments to the agreement. Thus, the laws are considered as to be approved by the parliament and are directed for signing to the head of state. As explained earlier the Minister of Oil and Gas Sauat Mynbayev, the essence of the document is that duty-free deliveries of oil from the Russian Federation to Kazakhstan till January 1, 2014 are provided. “After January 1, 2014, under mutual deliveries of oil, it is supposed to conduct them under exchange operations. This is connected with the fact that the Republic of Kazakhstan and the Russian Federation can fully provide themselves with oil, and swap-operations solve only the issues of logistics of deliveries. No one of the sides will lose incomes from the oil export under swap-deliveries,” explained S. Mynbayev. The agreement was concluded in Moscow on December 9, 2010. Changes in the agreement introduced by the protocol will promote the guaranteed delivery of the Russian oil to the Pavlodar Petrochemical Plant and also of light petroleum products of Russian origin in order to fully provide the domestic market with fuels and lubricants till December 31, 2013. The protocol was signed in Pavlodar on September 19, 2012.
