Social Partnership is Guarantee of Success
Construction of social facilities by a consortium of foreign companies, working on development of Karachaganak field is stipulated by the General Agreement on Production Sharing, which regulates relationship between KPO and Kazakhstani party. Since 1998, 10 million USD are allocated annually for these purposes. In 2009, the Joint Committee on Karachaganak Project Management decided to increase this amount to 20 million USD. The spheres, designated for investing such considerable amounts are already determined. This is healthcare, education and infrastructure.
“During its production activities KPO seeks to achieve maximum effect and to improve the welfare of the local society,”- said Damiano Ratti, CEO of KPO. “In this case, all the projects are implemented only with the involvement of local companies. The total investment into the social development in the region now amounts to 242 million dollars.”
Culture and sports activities are not funded with whatever remaining funds. An example is construction of unique object that reached already the final phase and it has no analogues in Kazakhstan- the Kadir Mirza Ali Arts Center. It is located in the northeastern part of the regional center, where new housing estates continue to build and more distinct outlines of the new center of Uralsk appear. This object is sure to be one of the most beautiful buildings in the city and become its hallmark. As the KPO social projects engineer, Kenzhetai Sersengaliev, said, Karachaganak acts as the customer, providing engineering, contracting, project management, monitoring the implementation schedule and quality. There are a concert and conference halls, library, and a book depository at the Arts Center. Equipment for lectures, conferences, and debates is installed in the reading room. In addition, an amphitheater is built for outdoor activities.
Architectural appearance, the splendor of decoration - everything adjusts to meet beauty. The museum of Kadir Ali Mirza occupies the central part. Western Kazakhs proud of their talented countryman, a member of the Writers' Union of Kazakhstan, laureate of the State Prize and winner of the Tarlan Award. This year he would have turned 80 years old. According to the chief specialist of the Department of Culture, Archives and Records of WKR, Gulmira Kaulanova, the region cultural workers visited Almaty. Kadir Genayatovich’s widow donated to his countrymen personal belongings, awards and the library. The exposition consists of about three hundred priceless exhibits, telling about the life and work of the truly national poet, whose works are so loved by the people of Kazakhstan and known far outside Kazakhstan.
All this year his poems will sound in the Urals. Commemoration evening was held at Zh. Moldagaliev Regional Scientific Library. Uralians, who met with the poet, shared their memories. The writers, scientists, historians and students told that Kadir Mirza Ali left a great literary heritage and a good memory of himself as a true patriot, devoted to his native country and the region. Literary evening took place at the Regional History Museum. Theme nights, recitation, essay and drawing competitions are held on the anniversary at schools. Residents of not only Uralsk, but also of Astana and Almaty, were able to see the Kazaktyn Kadyry exhibition.
This is the video chronicle of the poet's life, which an Ural photographer, Rafkhat Khalelov, filmed over several decades. He donated more than 60 photographs to the museum, which operates in the Zhampity village school, the birthplace of Kadir Ali Mirza. Kadyrov's Readings will take place as part of the anniversary celebrations, a concert will be held, which will feature songs in his poetry and the Republican mushaira. Many celebrations will be held at the Arts Center, which commissioning is scheduled for April this year. It will be the main venue of the poetic celebration.
“My countrymen thank KPO for such a wonderful gift,”- says Rafkhat Khalelov. “In near future, the meetings, concerts, performances of arts masters, art and photo exhibitions will be held here. I am sure that the House of Art will certainly be a favorite place for recreation and leisure for the Uralians, the center of attraction for creative people, cherishing the memory of remarkable poet and writer.

Cooperation with the investors is a real school of excellence, first of all, in compliance with the quality parameters that meet the international standards, specifications and safety regulations.
Karachaganak Petroleum Operating BV Company significantly contributes to the formation of a new city center. One of the most ambitious projects is the Ceremonial Events Palace with a restaurant for 300 covers. The original architectural design, semicircular and domed shape of the building represents shanyrak. This is a palace, indeed. A tennis complex, also built at the expense of KPO, is located nearby.
There are four indoor and four outdoor courts, a gym and martial arts hall, recreational zone, basketball, volleyball and children's playground. That is all needed for the competitions of national and international levels, trainings and sports classes. A construction of Palaces of Youth and Students, a library with repository, designed for one million books storage in print and electronic versions, will be started in the same area of Uralsk and with KPO sponsorship.
Large-scale construction is also ensured in the region’s districts. A decision to allocate additional 30 million USD for development of social infrastructure of Burlin district, where the field is located, was approved. It is planned to build a fitness center, boiler for two districts, to repair some sections of the Burlin-Aksay and Aksai-Zhampity roads in Aksai, where the administrative center of the field located.
Dozens of kilometers of roads, 13 healthcare facilities, 6 gas supply facilities, an ice palace, swimming pool, 2 stadiums, 18 educational institutions, two theaters, a philharmonic society, family-type children's village, thermal and electrical networks were built funded by KPO in the Ural area. What, when and where to build is decided together with the region authorities. This allows them to solve the most pressing problems of the region.
