Head of the Association of Oil Service Companies,Rashid Zhaksylykov: «We are Looking Forward to the Development of the Kalamkas-Sea»

Development of the offshore field Kalamkas-sea can begin soon in Kazakhstan. The project, cost of which is estimated at $7 bln, based on the complexity and level of investment is comparable to the giant Kashagan. And it is possible to speed up its implementation using the already accumulated experience on the shelf. Chairman of the Presidium of Association of Oil Service Companies of Kazakhstan, Rashid ZHAKSYLYKOV, talked about the prospects for the most long-awaited projects in the country’s oil and gas sector and the development of the domestic oilfield service companies in an interview with Interfax-Kazakhstan.

Kazakhstan and Karachaganak Consortium Came to Agreement

October 1, a three-year dispute between the government of Kazakhstan and shareholders of the international consortium Karachaganak Petroleum Operating B.V. (KPO) on the division of profit from the activities of the consortium has ended. On this day, the government represented by the Ministry of Energy of Kazakhstan, the Ministry of Finance of Kazakhstan and the competent authority – PSA LLP – and the shareholders of the Karachaganak project represented by Eni, Shell, Chevron, LUKOIL and KazMunayGas signed the "Principles Agreement" that set forth the major terms for the settlement of the dispute over the so-called "fairness index".

In Kazakhstan, in January-June of 2018, 38.527 mln tons of crude oil and 6.629 mln tons of gas condensate were produced, which, respectively, by 7.6% and 0.9% less in comparison with January-June of 2017, the statistics Committee of the Ministry of Economy reported. In the reporting period, 12.06 bln cubic meters of natural gas in the gaseous state were produced in the country (4.5% more). Production of associated petroleum gas in the reporting period amounted to 16.457 bln cubic meters (11.7% more).

Revised State Control and Supervision Procedure: a Guide on Inspections for Businesses

Effective from 8 June 2018, Kazakhstan introduces a revised procedure for exercising state control and supervision over businesses' compliance with the local legislation requirements.

 

The amendments are mostly intended to more extensively use preventive measures, without instituting administrative proceedings.  The list of the areas of activities subject to control has been reduced (leaving out 20 areas of activities out of 114 and 108 controlling functions of governmental agencies out of 544).  The Administrative Code of the Republic of Kazakhstan no longer contains 47 articles previously providing for administrative liability of businessmen.

The 26th Kazakhstan International Oil and Gas Exhibition and Conference - KIOGE 2018 took place in Almaty in the end of September. 252 companies from 15 countries took part in the exhibition, who demonstrated oil and gas equipment, automation systems, technologies for wells drilling and completion, equipment for processing and other industry innovations. 3583 specialists from 50 countries visited the exhibition.
