December 2 in Dubai (UAE), the Chairman of KazMunayGas, Magzum Mirzagaliyev, and the General Director of AD Ports Group, Mohamed Juma Al Shamisi, in the presence of the President of Kazakhstan Kassym-Jomart Tokayev, signed a Principles Agreement. The parties agreed to establish a joint working group to explore the potential construction of a ship repair and shipbuilding facility on the Caspian Sea coast in Kazakhstan.

September 1, a delegation from KazTransOil, led by General Director Talgat Kurmanbayev, conducted negotiations in Beijing with executives from China National Oil and Gas Exploration and Development Company Ltd. and CNPC Exploration and Development Company Ltd. The discussions centered on collaboration within the management of joint ventures MunaiTas and the Kazakhstan-China Pipeline, focusing specifically on the expansion projects of the Kenkiyak-Atyrau and Kenkiyak-Kumkol oil pipelines.

October 4, shareholders of Phystech II at an extraordinary general meeting decided to transfer voluntarily and gratuitously 100% of the company's voting shares, valued at 35.417 billion tenge (about $72 million), to the state as a gift. The main asset of Phystech II is the Karazhanbas North field in the Mangistau region, with reserves of 39.5 million barrels of oil.

November 1, during French President Emmanuel Macron's official visit to Astana, an agreement was signed to establish a joint venture for the construction of wind power plants in Kazakhstan with a total capacity of 1 GW. The project participants from the Kazakh side are Samruk-Kazyna (20%) and KazMunayGas (20%), and from the French side, Total Eren (60%). The implementation is planned in two phases: the first will commission a 300 MW initial capacity; the second will add the remaining 700 MW. The wind farms will be equipped with a 300 MW energy storage system, reducing the risk of grid instability due to the intermittent nature of wind generation.

June 1, KMG PetroChem (a subsidiary of KazMunayGas) and Tengizchevroil signed the principal terms of agreements required to implement the Gas Separation Complex (GSC) project. The GSC, with a capacity of 9.1 bln cubic meters of dry gas per year, will be constructed at the Tengiz field. The GSC is an infrastructure designed to produce ethane used as raw material at the polyethylene plant (the "Polyethylene" project).

July 1, Alibek Zhamauv was appointed as the Deputy Minister of Energy. Born in 1981 in Atyrau, he graduated from Suleyman Demirel University and Satpayev KazNTU. He began his career at Agip Kazakhstan Caspian Operating Co. and later worked at Zhambyl Petroleum LLP. Between 2019-2020, he was the head of the technical group of PSA LLP. Since May 2020, he has been serving as the Deputy General Director of PSA LLP.

January 11, Kazakhstan's Minister of Energy, Bolat Akchulakov, announced plans to supply 1.5 mln tons of oil to Germany via the Druzhba pipeline in 2023. KazTransOil JSC has received confirmation from the Russian Federation's Ministry of Energy to transport 300 thous. tons of Kazakstanih oil through Transneft's main pipeline system towards the Adamova Zastava oil delivery point for further supply to Germany in the first quarter of 2023. The oil transit will be carried out under an agreement between the governments of Kazakhstan and Russia dated June 7, 2002.

Starting March 1, Dmitry Makeev has been appointed as the Deputy Chairman of KazMunayGas, where he will oversee the oil refining and petrochemical sector. Since December 2019, Makeev held the position of Director of the Oil Refining and Petrochemicals Department at the national company. From 2005 to 2019, he worked at the Atyrau Refinery, progressing from an operator to the Managing Director for Technology.

From May 1, KazTransOil has increased its oil transportation tariffs for export by 2-3 times. The most significant hike was in the cost of loading oil into rail tank cars at the Kasymov oil pumping station in the Atyrau region: from 409.57 tenge per ton (excluding VAT) to 1,213.20 tenge per ton. The oil transshipment at the Shmanov PS to the Kenkiyak - Atyrau pipeline for export outside Kazakhstan has risen from 500 tenge to 1,000 tenge.

November 1, five new compressor units were put into operation at the Kazakh Gas Refinery in the Mangystau region, which allowed a 20% increase in the volume of gas received for processing.

Starting June 1, NCOC commenced the turnaround of the Kashagan offshore and onshore facilities. A turnaround is one of the most critical planned activities, which implies a complete production shutdown for a short period once every few years as dictated by regulatory compliance and business needs. Large-scale work, with a volume of more than two mln man-hours, is planned to be completed within 45 days.

July 1, the Caspian Pipeline Consortium resumed the shipment of oil from two Single Point Moorings (SPM) out of three after the downtime of SPM-1 and SPM-2 in connection with the seabed inspection of the CPC marine terminal for the presence of explosive objects.

The new head of TotalEnergies in Kazakhstan, Mr. Frode Ljones, has started work. He worked at TotalEnergies for more than 16 years before being appointed to Kazakhstan as CFO, Financial controller in Norway, and Deputy Vice President for Budget and Financial Control of TotalEnergies Group in Paris. In August 2022, he was appointed head of TotalEnergies in Kazakhstan.

October 1, repair and maintenance work began at the Atyrau Refinery. A phased repair of technological facilities is planned, so the plant will not stop completely. During the repair, in October-November, it is intended to process 692 thous. tons of oil, at 11,347 tons per day, an average of 68% of the plant's design capacity. The refinery's transition to a stable regime is also planned to be carried out in stages until the second decade of November 2022. Previously, it was scheduled to start repair work in September. However, to stabilize the fuel market, the repair was postponed to October 1
