Guide on Oil and Gas Industry Permits
All permits in oil and gas industry may be conditionally divided into 2 major types: (а) contract [1] or license for exploration and production of hydrocarbons [2] and (b) permissions for activity and facilities related to exploration and production of hydrocarbons.

Contracts for exploration and/or production
Subsoil use right is granted under the contract. A contract for exploration and/or production of hydrocarbons shall be concluded with the government. Procedure for entering into the contract for exploration and/or production of hydrocarbons is established by Kazakhstan Code dated 27 December 2017 № 125-VI ZRK On Subsoil and Subsoil Use. In addition, prior to work commencement a production subsoil user shall enter into a land lease agreement with the local municipality (Akim), and in case of exploration a contract party shall obtain so called public easement or right to temporary use of the land plot designed for exploration works.
Permissions for certain operations and for facilities related to exploration and production of hydrocarbons
Major legal act which regulates the granting permissions in the oil and gas area in Kazakhstan is the Law dated 16 May 2014 № 202-V ZRK On Permits and Notifications. In this law all permits depending on level of a danger is divided into 3 categories:

Forms of permits are approved by governing state bodies.Permits are issued in paper form or in electronic form. Permits in certain cases are issued with attachments being integral part of a permit.Attachment to a permit is given to exhibit sub-types of a licensing activity, operation or facility the license is granted as well as to place addresswhere operation is to be carried out.
