Kazakhstan Petroleum Lawyers’ Association

Kazakhstan Petroleum Lawyers Association (KPLA) is an independent public organization uniting Kazakhstani and foreign lawyers, scientists and experts of the petroleum industry of the Republic of Kazakhstan.

KPLA core business is aimed at integrating lawyers practicing in and outside Kazakhstan for the purpose of maintaining a continuous dialogue for further improvement of legislative regulation and law enforcement practice in the spheres of subsoil use, ecology, taxation and other branches in order to improve the investment climate and attract investments. In view of this KPLA members are engaged on a continuous basis in the working committees of the Majilis and the Senate of the RoK Parliament, interacting with sector ministries and agencies and respective public organizations.

One of the projects of the Kazakhstan Petroleum Lawyers Association is publication of KPLA journal in the Russian and English languages. The journal presents a unique opportunity both for discussing the issues of legal regulation of subsoil use and prospects of the oil industry and strengthening and developing cooperation of academic and practicing lawyers, as well as experts and specialists of non-legal professions. The purpose of the journal is publication of articles of KPLA members, analysts, provision of topical and interesting information. The journal is an indispensable helper for petroleum employees and the entire business community of Kazakhstan. All publications are free of charge. KPLA journal» sponsor is Chevron Munaigas Inc.

Another no less important KPLA project is the conducting in conjunction with Tengizchevroil LLP of the International Atyrau Legal Conference. In September this year there was held the 17^th conference to discuss the issues of decarbonization in the petroleum industry of Kazakhstan (legislation, strategy, risks, opportunities, world experience), as well as the issues of further development of the institute of compliance in Kazakhstan taking into account new challenges: COVID-19 restrictions, political transformation in the country, regional conflicts, sanctions and effective organization of compliance at the enterprise.

Since the very beginning KPLA conferences became one of main events of the year both for the lawyers and experts of the petroleum industry and for foreign investors and many governmental regulating authorities of the Republic of Kazakhstan. Every year over 200 people participate in the conference; it is evidence that it is in demand and recognized. The general sponsor of the project is Tengizchevroil LLP.

KPLA has been carrying out its activity for over 20 years and is recognized as one of the highly authoritative voluntary public organizations in Kazakhstan.
