Problems with the export of Kazakhstani oil through the CPC system

During the year, the Caspian Pipeline Consortium restricted oil shipment from its sea terminal in Novorossiysk four times. On March 21, a month after the start of hostilities in Ukraine, the CPC announced that two of the three single-point moorings at the terminal were damaged as a result of a storm on the Black Sea. As a result, Kazakhstan's total daily oil production fell by 14% in April. The repair work lasted a month.
In June, CPC announced for the second time that it would be unable to fulfill its obligations to pump oil fully. The reason was unexploded mines and shells from the Second World War found in the port's water area. The port was periodically closed to tankers to carry out mine clearance work.
On July 5, the Novorossiysk District Court decided to stop the work of CPC-R JSC for 30 days because errors were found during the audit of the company's plan to eliminate possible emergency oil spills. After six days, the higher court overturned this decision, replacing the suspension requirement with a monetary fine.
And finally, in August, Kazakhstan's CPC exports were again restricted. This time, two of the three single-point moorings (SPM) were stopped due to cracks found in the equipment of two SPMs. One of them was repaired earlier and launched in early November. The repair of the second was completed on November 29.
Against the background of these problems, in July, Head of State Kassym-Jomart Tokayev held a meeting with government members, heads of ministries, and national companies dedicated to developing the country's transport and transit potential. Among the most critical tasks, he called the diversification of oil supplies. "The priority direction is the Trans-Caspian route. I instruct KazMunayGas to work out the best option for its implementation, including the possibility of attracting investors to the Tengiz project. The government, together with Samruk-Kazyna, should take measures to increase the capacity of the Atyrau-Kenkiyak and Kenkiyak-Kumkol oil pipelines," the President said.
