RV-Oil&Gas: From Oil Trading to Vertical Integration
Over 16 years, the Kazakhstani company RV-Oil&Gas, part of R1 Energy Group, has travelled the road from trading in petroleum products to creating its own infrastructure, delivering airport projects, and entering subsoil use. The company’s strategic goal is to build a vertically integrated model covering the entire chain, from the resource base to the end consumer.

THE MAKING OF THE COMPANY
RV-Oil&Gas was founded in 2010 in Almaty and began by supplying petroleum products to enterprises. Over those years, the modernisation of Kazakhstani refineries led to a transition from K2-grade motor fuel to the production of K4 and K5 environmental classes. The company has delivered more than 100 projects and built up experience in supply across Kazakhstan. The facilities for which RV-Oil&Gas has arranged fuel supply include sections of the Western EuropeWestern China transport corridor and the Big Almaty Ring Road (BAKAD).
A BET ON INFRASTRUCTURE
As the business developed, RVOil&Gas made a strategic bet on its own infrastructure. The company invested consistently in storage and logistics and acquired several enterprises that could no longer compete effectively without their own infrastructure. This made it possible to strengthen the company’s position and improve supply reliability.
THE OIL DEPOT AND REGIONAL SUPPLY
The key asset is an oil depot in the Almaty region with a 12,000 m³ tank farm and rail infrastructure. Within R1 Energy Group, it is operated by Az-Oil Trans LLP. The facility handles the receipt, storage, and dispatch of petroleum products, including aviation kerosene. The company is expanding its regional presence through its own capacity and leased capacity.
OPERATOR SERVICES FOR AGRICULTURE
RV-Oil&Gas acts as the operator for the supply of discounted diesel fuel in three regions of Kazakhstan: the Almaty and East Kazakhstan regions and the Abai region. The company works with more than 1,000 farms, from small farmers to large agricultural producers. During the sowing and harvesting campaigns, every day counts Planning stock and organising logistics precisely makes it possible to supply farms with fuel on time.

FUEL OUTSOURCING AT ALMATY AIRPORT
The flagship project in this area is the mobile gas station at Almaty International Airport, which provides daily refuelling for more than 500 items of ground-handling equipment. The company is responsible for supplying and dispensing fuel on the customer’s premises. A failure here can affect flight preparation, which is why uninterrupted refuelling and product quality are particularly important. Digital metering helps to monitor consumption and replenish stocks in good time. RVOil&Gas is also developing this outsourcing format for industrial, mining, and construction enterprises.
THE RETAIL BUSINESS
One of RV-Oil&Gas’s projects has been a full-format LUKOIL-branded filling station in Burundai, featuring premium fuel, a café, and a prayer room. The company plans to develop a network both under the franchises of various brands and under its own brand, choosing the format according to the region and the specific location.
AVIATION FUEL SUPPLY
In September 2026, RV-Oil&Gas began into-wing refuelling of aircraft at Nursultan Nazarbayev International Airport in Astana. This was preceded by the experience of storing aviation fuel for KMG-Aero and Almaty International Airport. The company has infrastructure for handling TS-1, RT, and Jet A-1. In August 2026, a batch of Jet A-1 produced by Rompetrol was accepted into storage at the oil depot. Further development of this area is linked to expanding cooperation with air carriers and entering other airports in Kazakhstan.
INDUSTRY EXPERTISE
RV-Oil&Gas prepares reviews of Kazakhstan’s petroleum products market and analyses prices, seasonal demand, and the influence of neighbouring markets. The company’s representatives speak at Argus and Confidence Information Services conferences, discussing pricing and the development of the Central Asian fuel market. The company publishes price indices for Kazakhstan, as well as reviews and news, on its Kazakhstan Oil Products | R1 Telegram channel: https://t.me/ R1Energy.

THE CHINGIS-TELSU PROJECT AND THE MOVE INTO SUBSOIL USE
A key milestone in the history of RV-Oil&Gas was its win at the end of 2024 in the auction for the subsoil use right to the Chingis-Telsu block in the West Kazakhstan region. In January 2025, the company received subsoil user status. For RV-Oil&Gas this is the result of many years of movement towards a resource base of its own. The company entered subsoil use with experience in oil trading and infrastructure work, and an understanding of the sales market. Chingis-Telsu enters the next stage: developing its own oil and gas assets and creating a production business. The company is aiming to develop the project in phases, bringing in technological and financial partners. It is Chingis-Telsu that is to become the basis of the upstream business in the future vertically integrated structure.
A COURSE TOWARDS VERTICAL INTEGRATION
The long-term goal of RVOil&Gas is to build a vertically integrated oil and gas company that brings together upstream, midstream, and downstream operations. This means consistent development of the business from the resource base and production through to storage, logistics, and the sale of petroleum products. The immediate priorities are developing Chingis-Telsu and expanding the regional infrastructure, the airport projects, and the retail network. The company intends to link these areas into a single system within R1 Energy Group. The company is open to partnerships and investment in production, infrastructure, and fuel supply.
