Galymzhan Zh.Amanturlin has technical and economic background. He graduated from the All-Union Correspondence Polytechnical Institute and the All-Union Institute of Finance and Economics in Moscow. Ph.d., co-author of 24 scientific and research works in the area of petroleum refining and ecology.

In best case, the fourth oil refinery in Kazakhstan will be established not earlier than in seven years. Though after upgrading works the existing refineries will be able to produce the items that meet Euro-4 and Euro-5 standard in the volume, exceeding the demand, Galymzhan Amanturlin believes that additional processing capacity of crude oil is needed by the country.
On the sidelines of a seminar, dedicated to the modernization of the refining capacity of Kazakhstan, Galymzhan Amanturlin, Adviser to General Director, Expert at KazMunayGas-Refining and Marketing,answered the journalists' questions.
-Mr.Amanturlin, how advances the issue of a fourth oil refinery construction? Whether it will be built, or the modernization of Shymkent refinery is just enough?
-Since last year, KazMunayGas ensures a considerable analytical work after declaration of the Message from the President. The working group was set up at KMG-Refining and Marketing. Why in our company? Because we are involved in the acitivites, related to petroleum products. We did a great job when making a market research, consumption balance and the raw material sources. The memorandum was written by the top management of KazMunayGas to the President of Kazakhstan. It was followed by a meeting of the Government, during which it was decided to set up an interdepartmental working group, because this is not only related to our company's activities; the interests of the budget and the oil companies are also concerned.
According to our research, the raw material will be taken from largest fields: Tengiz, Karachaganak, Kashagan in the future. The operators of these projects are focused on maximizing profits. They are ready to supply us with oil, but the world price. It will lead to higher prices for petroleum products, for which the economy of Kazakhstan is not ready yet. There are many issues like that. Therefore, the inter-departmental group was created.
At the same time, inside the KMG a group is created, which will be deeper involved into the technical details. The Ministry of Energy has already received a letter about its establishment. It is also prescribed to proceed with the development of a feasibility study. According to Kazakhstan standards and rules, we have the right to take the decisions on the design and construction only based on the feasibility study results.
- There will be two feasibility studies? For Shymkent oil refinery expansion and for construction of a new one?
-No, it will be a single feasibility study, which will stipulate the options. The document will stipulate what raw materials are required, what will be the refining volumes, best location, scope and product range, technologies available-all these issues are covered by the feasibility study.
-Finally, when it will become clear if the new refinery will be built or not? When the feasibility study will be ready?
-The situation will become clearer after two years. We expect that the decision about the tender for feasibility study development will be ready in July of this year. Afterwards, it will be required to provide the money and to schedule the tender. The feasibility study usually takes one and a half year. How does that happen? We use the Western technologies, so you need to first develop the basic package. This basic package is sent to FS developper. At the same time, the developer prepares an environmental impact assessment (EIA). The EIA does not stipulate the calculations, if all the technologies are not assessed. It could be possible to combine the works, but actually it is too hard. One can not start the technological part until the basic project is not ready, the EIA requires the data, based on the completed technological part.
