Saule Dzhundubayeva, Chairman of the Board of Directors of Interteach Kazakh Health Care and Medical Insurance Corporation JSC, DBA (Kazakhstan, Russia, Switzerland) answers the questions of Petroleum magazine

- Ms. Dzhundubayeva, what major trends in the spheres of healthcare and medicine do you currently consider at the present stage in Kazakhstan?
-Implementation of compulsory social medical insurance from July 1, 2017 will be the most important mechanism of improving the efficiency of the healthcare system, as well as of the medical care competition.
Message of the President Nursultan Nazarbayev to the people of Kazakhstan - “The third modernization of Kazakhstan: global competitiveness" as of January 31, 2017, became the important event of the social and
political life of the country. It provided the comprehensive answers to majority of issues, which having importance for our society. One of the main priorities of the Message became the fourth one: “Improving the quality of human capital", which comprises the issue of implementing the compulsory social medical insurance system from July 1 of this year, based on the shared responsibility of the State, employers and citizens.
In his Message, the President stressed out that the effectiveness of this system is proven by the international practice. The general trend of this reform is a gradual replacement of organizational health management leverages by the economic ones, increasing the interest of all participants of the medical services sphere. It was announced that the private medical organizations should be provided with equal conditions in the CSMI system for developing competition in the sphere of healthcare. A proactive Governmental policy of Kazakhstan, aimed at creating conditions for the incorporation of private medical institutions into the system of compulsory medical insurance, development of competition between its members, introduction of new forms of participation of population in co-financing of medical care services, and private sector development may become an important factor of improving efficiency of the overall healthcare system, as well as improve the availability of quality medical care for the large part of population. All necessary measures, aimed at making these reforms effective, are implemented with the participation of large and medium-sized businesses in public-private partnership within the frameworks of the public clinics transfer to beneficial ownership.
- What are the most important goals and tasks, aimed at establishment of an affordable and effective healthcare system in Kazakhstan?
-The primary goal is the creation and introduction of Kazakhstani brand, international infrastructural and technological standard of medical care in the network of medical organizations. Obviously, the key trend in healthcare sphere is the gradual involvement of the private medicine into the compulsory medical insurance system. The major projects, which we observe in this sphere today, are initiated at the regional level.
Currently, improving quality of healthcare is recognised as a priority goal, and Kazakhstan is taking steps in this direction by developing and introducing new clinical practice guidelines, as well as by implementing quality improvement processes at the level of the medical care provider. The Government also recognised the need to strengthen the work on formation of healthy lifestyle and disease prevention.
Mobilization of internal resources, transparency and improving quality of medical services, as well as the gradual reduction of the burden of budget expenses for healthcare shall play a key role in this process by promoting the investment to this sphere.
The implementation of compulsory medical insurance by the State, in cooperation with private medical organizations and in compliance with the Message of the President, requires enormous work in the direction of the organization and consistency. Taking into account international experience and solid base, infrastructure of public and private clinics, available in the country, this work will be carried out successfully.
- What results have been achieved by Interteach to date, and what are the prospects of its development?
The Interteach Corporation is the first domestic company, which introduced the international medical insurance standards and services, based on international experience(СЗ № 0000001), in the territory of Kazakhstan, and it is the only Kazakhstani company, providing medical care in any region of Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan.
Interteach Company has the network of own 27 medical centres, 13 representative offices, more than 340 contracted clinics. The Company employs more than 1400 people. The Corporation has its own fleet of 54 comfortable and fully equipped ambulances, mobile fluorography vehicles.
