On April 21, 2022, SPE Astana Section with the support of the Ministry of Energy of the Republic of Kazakhstan, held a round table dedicated to the celebration of the Day of the #Geologist of the Republic of Kazakhstan.
Representatives of key ministries, agencies, experts from foreign and local oil companies, consultants and veterans of the oil and gas industry met in the premises of the Center for the Fourth Industrial Revolution, Tech Hub of AIFC. The event was sponsored by SPE Astana Section partners Arise Global Pte Ltd and (WIS) Wellbore Integrity Solutions.
The main topic of discussion was "Transition to the international #PRMS system for estimation of #reserves and #resources of #hydrocarbons in the Republic of Kazakhstan", which in 2015 was enshrined in the Plan of the Nation "100 Concrete Steps" (step # 74). Since that time, the expert community has carried out an extensive research and analytical work, which was also discussed by the forum participants.
International and Kazakhstani experts in PRMS Barry Hanson, Bill Zempolich, Ruslan Alissov and Abzal Narymbetov spoke about the need and benefits of adopting international standards to ensure transparency in reporting, to attract investments. Examples of successful implementation of PRMS in various countries were shared. Viktor Babashev, SRC and CDC expert, presented an alternative PRMS system for calculating reserves - UN Framework Classification, studied by a working group of local experts.
In conclusion, B.U. Akchulakov, Minister of Energy of the Republic of Kazakhstan, said that the transition to the international reserve estimation system is an urgent issue, however, a balanced and well-designed approach with a certain transition and adaptation period is needed. The adapted system must fully meet the interests of the state in the field of rational use of resources and attraction of investments.
