Speaking about the development of insurance medicine in Kazakhstan, first of all, it’s needed to stress that one of its founders and organizers is Ernst Kurleutov, head of the insurance company Interteach. He graduated from the medical faculty of the Karaganda Medical Institute. By receiving good education and brought up into a family of hereditary doctors, in 1964 he began his career at the A. Syzganov Scientific Research Institute of Surgery.

He was successfully engaged in research work under the leadership of the prominent scholars in Kazakhstan and published a number of articles in the leading scientific medical magazines. After protecting his Ph.D. thesis (Moscow, 1974) and introducing in practice the results of his scientific research, by recommendation of the Ministry of Health of Kazakhstan and approval of his nominee, Ernst Kurleutov continued his labor activity abroad. Working for a long time for the World Health Organization in such countries as the UK, Switzerland and India, he always thought of a question of reforming the system of public health in Kazakhstan.
In 1979 the International Conference of the World Hearth Organization (WHO) was held in Kazakhstan which was of great importance for Kazakhstan not only in the sphere of public health, but also internationally. Ernst Kurleutov was one of the main organizers of this conference.
After holding the conference, Kurleutov, who had experience in international health organisations, organized a department of primary medicosanitary assistance under the Scientific Research Institute of Regional Pathology of the Ministry of Public Health of the Kazakh SSR. It was in that time when he elaborated recommendations on developing medical insurance taking into account the experience of foreign countries.
Under support of the WHO, in 1989 he founded the Kazakh National Corporation of Health and Medical Insurance – Interteach –which has received License № 000001 in Central Asia.
