The 5th Аstana Economic Forum “Global Economic Transformation: Challenges and Perspectives of Development”

Unprecedented number of participants has collected Аstana Economic Forum (AEF)- 2012 –8000 delegates from 93 countries. More than two thousands of foreign delegates of whom 300 are the high-ranking officials, took part in 55 events which were included into the Forum’s program “Global Economic Transformation: Challenges and Perspectives of Development”.
The former and current heads of states, 25 active and former ministers, 40 leaders of international organizations, corporations and businesses, 11 Nobel laureates and eminent thinkers of our time, heads of the key international organizations – the United Nations, Madrid Club, Reinvented Bretton-Woods Committee, ESCAP, IMF, WIPO, etc – participated in open discussions. The АEF-2012 events were highlighted by 300 mass-media from 25 countries.

On May 23 the Forum was solemnly opened by the President of the Republic of Kazakhstan Nursultan Nazarbayev. The President suggested five fundamental principles of the world order in the 21st century which he named as G-Global Principles: “Evolution instead of revolution.
Justice, equality and consensus. Global tolerance and trust. Global transparency. Constructive multilaterism”. The President of Kazakhstan has invited the Forum delegates to discuss these principles at the communicative platform G-Global. Also, Mr. Nazarbayev proposed to form the International Institute of Prognoses on the basis of the Eurasian Economic Club.
As it was said above, the Forum included 55 events, we will dwell upon the most significant of them. The opening of the 25th plenary session of the Council of Foreign Investors under the President of Kazakhstan was held on the theme “Kazakhstan is the international trading, logistical, business and financial hub”. It was attended by the President of the European Bank for Reconstruction and Development Thomas Mirov, Vice-President of the Asian Development Bank Lakshmi Venkatachalam, the shareholder of the Eurasian Natural Resources Corporation (ENRC) Alexander Mashkevich, the President and CEO of General Electric Transportation Lorenzo Simonelli, CEO of BG Group Frank Chapman, chairman of Тоtal Exploration & Production Yves-Lois Darricarrere, senior Vice-President of ExxonMobil Corporation Mark Albers, President of Lukoil Overseas Holding Ltd. Andrey Kuzyayev and others.

The 2nd Eurasian Business Congress has been successfully held during which the urgent issues of economic cooperation and investment interaction, the common problems of entrepreneurs of the countries of Europe and Asia with the representatives of trading organizations from Russia, Hong Kong, Germany and other countries were discussed. On the results of three business forums within AEF over 40 memorandums were concluded between the Kazakhstan companies and the companies from Indonesia, Turkey and Germany worth $1.5 billion.

At the Global Energy Environmental Forum, Kazakhstan has presented three initiatives: “Global Energy EnvironmentalStrategy for Sustainable Development for the 21st century”; “Green Bridge”; and the application of Kazakhstan for participation in EXPO - 2017 “Energy of the Future”. Participants have supported the initiative of the President of the RКon forming a “Global Energy EnvironmentalStrategy” and its discussing at the UN Conference on Sustainable Development RIO+20” in 2012; have called the Secretary General of the United Nations to speak at the UN General Assembly with a report on implementation of the initiative “Sustainable Energy For All”. On the results of the 7th Innovation Congress “Innovative Business – the Way to Competitive Economy” 23 memorandums were concluded.
The expected economic benefit of signed agreements is estimated at over $100 million. Big commodity-driven enterprises of Kazakhstan will now have to allocate 1 % of the annual income for financing research and development. The amount of expenditures for research and development could be reduced by 50 % in case the results of innovative research were introduced in production process.

The World Economic Forum of Youth was held at the L. Gumilev Eurasian National University. The round table collected over 500 participants from the UK, Germany, the USA, Italy, Bulgaria, Czechia, Ecuador, Bolivia, Russia and Estonia. For the first time the Congress of Partnership of the State and Business “Attraction of private investments to the development of state services in Kazakhstan” took place. During the Forum, Alejandro Jara, Deputy General Director of the World Trade Organization, has stated that Kazakhstan can enter WTO by the end of 2012.
As part of the 5th Аstana Economic Forum, the Forum of Rectors of the National Academies and Schools of State Management and State Service of the RКtook place. The TV debates of CNN on the theme “Reconsideration of Integration: The Lessons for Developing Markets” were conducted with participation of the heads of the governments of some countries and large corporations and the Nobel Prize laureates.
At the 6th Session of the Permanent Meeting of the Ministers of Finance of the CIS member-states the issues were discussed of financial and economic situation in the CIS countries. The Eurasian Economic Commission started consultations with the government of Kyrgyzstan on the entry the Customs Union. Also, the 1st Central - Asian Congress of Businesswomen was held.
