TCO Disclosed FGP Details
Arthur Shakhnazaryan, AtyrauPublic Hearing on environmental impact assessment (EIA) of the third generation plant planned by Tengizchevroil within Future Growth Project (FGP) was carried out in Atyrau. With the launch of FGP TCO intends to increase the total volume of oil production up to 38 million tons per year.

The event was opened by welcoming speech of G. Duysembaev, acting Akim of Atyrau Oblast, who noted that oil and gas industry is a locomotive of Kazakhstan’s economic development, and Atyrau Oblast is a region with advanced industry, possessing leading position in the country. Therefore large international companies make a significant contribution to the development of the oil and gas industry, as well as to social and economic development.
Tengizchevroil produces 27 MM tonnes crude oil and 8 billion m3 gas, and it is Tengizchevroil’s plan to increase crude production by 12 MM tonnes through construction of the Future Growth Project (FGP).
The latest and best innovational technologies will be used in the plant construction. Mr. Duysembaev also noted that the aim of the Public Hearing is to introduce the projects directly influencing the environment and health, and also take into account community right during decision making, and asked the participants to take active part in discussions of the issues and express explicitly their opinions.
«Today's Public Hearings continue the tradition of respect for the legislation of the Republic of Kazakhstan in the implementation of the projects: Future Growth Project (FGP) and Wellhead Pressure Management Project (WPMP)», said Tim Miller, General Director of TCO. –«Tengizchevroil has assembled a group of managers, and a range of specialists and subject matter experts, to inform and update the community on the two above-mentioned projects».

As it was reminded by Rzabek Artygaliev, General Manager of TCO Policy, Government and Public Affairs, plant construction is being started and this plant will enable production increase from 26 to 38 MMTY. «Currently, detailed engineering activities are ongoing in the offices of Atyrau, Almaty, Aktau, UK, USA and India. Early works on infrastructure development for the future project, that will allow increasing oil production by 12 MMTY, have been started at Tengiz field».
WPMP is a serious deal
WPMP has a particular significance for the further effective operation of Tengiz project. Tengiz field reservoir pressure steadily declines and it decreased twice since the beginning of the field development. «Initially, the reservoir pressure was 880 MPa (atmospheres). Currently it is 450-550 MPa. The completed Sour Gas Injection project (SGI) aimed for injection of the sour gas into the reservoir somewhat stabilized and stopped the pressure decline rate, but these measures were not enough.
WPMP will allow maintaining the current level of oil production. Drilling of 20-21 injection wells is planned in the course of WPMP implementation for reinjection of produced gas (after treatment at FGP facilities) to ensure sufficient injectivity of the reservoir by the time of start-up. Over the period of FGP implementation 71 production wells will be drilled in the field to ensure sufficient reservoir productivity and keep FGP facilities full. After FGP commissioning an additional 114 production wells are expected to be drilled.
For comparison, TCO currently operates 105 active production wells at the Tengiz field and 16 production wells at the Korolev field. Recoverable oil reserves of the Tengiz field will be increased by more than 100 million tonnes with FGP implementation. (Recovered oil reserves in Tengiz until April 2033 are estimated to be between 750 million and 1.1 billion tonnes, (6-9 billion barrels), total recovered oil reserves in Tengiz and Korolev fields are estimated to be between 750 million and 1.1 billion tonnes (6-9 billion barrels), total proven reserves amount to 3 billion tonnes (26 billion barrels) at the Tengiz field, and 190 million tonnes (1.5 billion barrels) at Korolev field.
From concept to details
TCO has proceeded with the detailed engineering. All TCO capital projects pass significant and strong analysis, currently FGP Project Group is making concluding analysis jointly with partners to take final investment decision. Thus, the final project cost and schedule will be announced later.
New plant that is going to be built by Tengizchevroil LLP will be assembled from modules with a total weight 253 tons, specified Mr. Rocky Brannen, TCO Projects General Manager. «These modules will be fabricated in Kazakhstan and many other countries. Some of them are very large. Thus, the largest 88 modules will weigh from 300 to 1,800 tons. Now the transportation routes are being developed, by which the modules will be delivered from Kazakhstani cities.

Also, due to module sizes and inexpediency of land transportation the preference is made for the option of delivering the modules via the Black Sea to Russian Federation with further delivery via internal Russian waterways and the Caspian Sea to the port in Tengiz», said R. Brannen.
