Kazakhstan is looking for a strategic partner for a polyethylene production project with a capacity of 1.2 million tonnes per year. Energy Minister Nurlan Nogayev announced this at a government meeting. The minister said that the main criteria have been identified, including availability of licensed technology, guaranteeing sales markets and the possibility of organising financing. On their basis, groups of petrochemical companies were formed.
“Currently, negotiations have begun with Chevron Phillips Chemical, which offered its licensed MarTECH technology and assistance in supporting an off-take contract. The details of cooperation, including participation in the project, will be discussed in the near future,” he said.
Since the key condition for successfully attracting a strategic partner is providing the project with raw materials, the ministry, together with Tengizchevroil, is considering the construction of a gas separation plant with a capacity of 9.7 billion cubic metres, the infrastructure necessary to extract ethane from dry gas.
“Currently, the Japanese company Japan Gasoline Co. Holdings Corporation is preparing design and estimate documentation; completion is planned by the end of this year,” the minister said.
